The SRM are the gold standard +/-2% accuracy while a powertap is around +/-4%. Powertaps are all the same as each other but slightly can give a different reading to an SRM. They both measure power using strain gauges but at different places, an SRM at the crank and the powertap at the rear hub. So an SRM measures your power at the pedals while a powertap is at the rear hub. So powertap takes into account drivetrain losses, usually power lost through a chain.
Your speed at a particular power output is a combination of your weight and aerodynamics, a big rider generating 400W would be going the same speed as a smaller rider generating 300W.
