Doing repeats on a hill of steeper gradient will predominantly increase your strength. When doing repeats on a hill of shallow gradient you'll be more inclined to spin and this will enhance your aerobic power. It all depends on what you feel is more beneficial to you at the stage that you're at in your cycling.
